It's a cookie. Chocolate bars are literally bars of chocolate. They're not adulterated by a cookie, otherwise they'd be called something different. And then, to all of you who think a kit kat is a chocolate bar because it contains a mass amount of chocolate, chocolate chip cookies have chocolate in them, but they're still called cookies.

I would have to say that it is a combination, it is not fully a cookie for it is shabed like a bar, but it is not fully a chocolate bar either for it has a cookie center.
Chocolate bars are made more oput of chocolate, and less of wafer.Wafer is not a cookie,and isn't made in the same way, so it's a chocolate.
They're probably technically cookies because they're chocolate covered wafers, but I just call them a candy bar.
