In the process of Iran's historical development, we encountered two main fields of trends:
1.There was great trend to centralization. This trend parade in time of peace. In these days agriculture was flourishing. Because on one hand, the population had been increased, and irrigation systems expanded; and on the other hand, the roads were safe and reliable. The government controlled cross country, population increased, lands greaten, and cities spread and wealthy, and social and economical institutions developed with better acceleration.
2.There was great trend to decentralization. This trend parade in time of war, insecurity, and tribe's power. In such a condition, tribes devastated lands, population decreased, cities wrack, and agriculture inconsiderable. Because of insecurity of roads and bazaars, trade was difficult and the central government authority was declined. But the situation changed when a khan got power and burden his power to other khans and governed country. The new khan needs continual incomes to tend corps and organize bureaus. Thus he begun to abolish disobedient and rioter, and helped to agriculture and trade. For example we saw this type of being ruler and going to waste for about a millennium from Saljogiyan through Gagars.
What was happened in these circumstances? For example, what happened in time of Safaveyeh rulers? In this period the great Islamic imperial of Ottoman was appeared in our neighborhood country. Iran stabilizes the country borders with long wars. When Ottoman imperial has dropped British government revenue to danger and this country was unable in battle with Ottoman imperial. They stimulate two Islamic countries with conspiring in war with each other for long period of time and get them busy until they could secure their revenue. This was exactly coincide when west gallop rapidly towards development and Iran was was going to deep asleep in Wine River. On the other hand, our cultural values strongly subjected under existing structural conflicts and gone to distortion. Iranians identifications had been victim of these crises. As with dawn of Mashroteh (constitution) revolution Iran becomes awake from long asleep and instantly found everything lost.
The Mashroteh revolution result was a parliamentary regime. Hence, the establishment government changed to be an unprecedented centralized form with a sole economical basis on petroleum production. On the other side, the majority of intelligentsia and intellectuals was obviously emerging and hastily form headmost basis of the democracy in Iran. ...
