There are already some organizations working towards those global goals. United Nations and its various organs, Doctors without Borders & Red Cross are some organizations I can mention from the top of my mind.
However, I doubt if these organizations or any new global organization will be able to have the real GLOBAL reach you seem to be implying.
I think Entrepreneurship is the better route as Entrepreneurship contributes to such goals by creating wealth at the grass-roots level and ensure that such emergencies become rare and not a daily part of life.
