The infrastructure between Dehradun and Delhi needs to include not just a train, but garbage collectors, garbage refuse bins, etc. all the domain of public utility workers who work for a government agency. Nothing to do with education, everything to do with money and the way India chooses to spend it.

People could get a living from garbages. They could recycle it. In this way, maybe, they could lessen the pollution out there. Instead of throwing it, think-understand-action.

      Recycling is vital.
      Pride is rare.
I think people need to be be proud of the environment they live in. They also need to be educated to understand the need for cleanliness and the problems surrounding garbage.
This mix of message needs to reach everywhere. In India, it might be a good idea to turn garbage into profit as too often, money comes before both pride and cleanliness.
If education is the key, then the 'think-understand-action' message needs to reach India and this would be a great project for all of us to work here at the Campaign for Literacy.
Let's get everyone in India able to read and then understand the need for cleanliness. Let's help to improve the environment in India.

      All best
