hoping to find this book again

Hi, I've been trying to recall the title or author of a book i've read a long while ago. I believe it's a sequel.

I can recall that it takes place after a war was finished in the first book. There is a elf and human kingdom next to each other. A human warrior is heading home and some old being of a race forgotten (forget what) is following him, an scout elf girl sees that and follows them. There is a drought in the human kingdom as well as a plague in both that is killing people. The human king married the elf king's daughter and they have a girl. The warrior, elf, and old being end up going to get the daughter to bring to a ghost where there is a gem/jewel to be used that will heal the lands. there is also a part about the ghost having broken a crown of jewels that had magic over different elements and that she stuck around to repair the crown, and wanted to use the last jewel found with the baby girl before finishing that task.

I believe if I saw the cover again or the title, I would know it. but I don't know how to find it. I'm hoping this description is enough for someone in this group to help. I read the book back in the 1990's, pretty sure that's when it first was published.

the last two days, i been trying different key words and just browsing through fantasy book lists, no luck so far. i am going to let my brain rest. I do recall the gems talked about was a ruby used during the war mentioned before the book events started, and at the end an emerald was used with the baby and a harper/bard to heal the land from the draught.

there are a couple of scenes i could try describing, but I can only give the gist of what I remember. one: There was parts of the book the characters talked about it being odd that the the elf princess was pregrant during the land's draught. that some weren't sure if the baby was from a rape or was the human prince. a little after the girl was born, some lords staged an uprising and was going to kill the baby. the prince protected the mom and baby but died. at that same time. the warrior, scout and old being arrived at the castle to get the baby (they had been traveling to do so). and was able to get the mom and baby away from the lords.

hopfully someone will know the story I'm looking for here at some point.
Thanks in advance for suggestions on books or how to find it!

no, the description doesn't sound like the story I am looking for.

There is a ghost, that turns out to be the queen whose two sons split the kingdoms and their different characteristics became more separate from each other in the descendents.

That IS the book I'm looking for. I don't recall the cover after all, but as soon as I saw the name and author, I knew that was it and reading the description - DEFINITELY! I figured I'd give this posting a try because I was just having no luck searching for it. so glad I did, thank you!
