Academic libraries (universities) ask for a postgraduate qualification and work experience (seems a year is enough for most starting out positions).
From what I've seen of jobs advertised, school libraries don't always ask for a library qualification. Though this isn't true of all positions, a lot ask for experience rather than specific qualifications - this changes when you get to more senior positions, or in private schools.
There are very few jobs currently being advertised in public libraries at the moment, due to government funding cuts, though there are some out there they are few and far between. They normally ask for postgraduate qualifications for the more senior positions, again with plenty of work experience.
