You can add the departments, and they can be primary. I would just call them publishers (since the departments are publishing the information) or other.

What appeared on my screen was that Ann Norderhaug was being removed as primary contributor and Direktoratet for Naturforvaltning and Landbruksdepartementet were replacing her (we only see the primary contributor when we approve or deny, not all those listed). My source listed Ann Norderhaug (http://www.worldcat.org/title/skjtselsboka-for-kulturlandskap-og-gamle-norske-kulturmarker/oclc/45916568&referer=brief_results) as a primary contributor. I denied the request to remove her. I did not know that she was still there but not marked primary. It appeared to me that Naturforvaltning and Landbruksdepartementet were not people, but agencies. Since they were not people, they would not be an author (they could be primary as publisher or other). Looking at the edit history I see that when I denied this change it also deleted the other contributors that were not marked primary. Since I did not see that they were there, this was not my intention and I wish that Shelfari would either keep them when the primary was denied or show them to us. Please feel free to resubmit the changes.
