- Bruce Wayne: Several years have past for him to required skills and knowledge to combat the crime that inhabited throughtout Gotham City as Batman. He's a millionaire in heiring Wayne Industries, lives up to his playboy image to avoid people knowing he's Batman, and still learning how to be a crime fighter through his mistakes and actions.
- Lt. James Gordon: GPD Commissioner Loeb transfered him from Chicago to Gotham City, but he found out that GPD is corrupted by lessons from Detective Flass. He tried to protect and serve Gotham as a good cop to arrerst criminals, this serve him to from wide known to Gotham citizens and threat to Commissioner Loeb and friends supporting criminal activities, and assigned to capture Batman for his war on criminals.
- Jim Gordon: Lieutenant, Gotham City Police Department
- Detective Flass: He's a former green beret and corrupt cop along side GCPD Commisioner Loeb shows Lt. James Gordan how the city is run by his actions and involves in the criminal activities in Gotham.
- Commissioner Loeb: He's the corrupted GCPD Commissioner that supports both political and criminal activities in Gotham, wants Lt. James Gordan to get w/ the program taught by Det. Flass, but he does the opposite, and have dirt on any individuals to control them. His biggest threat is Batman and Lt. James Gordan bringing order to Gotham City.
- Detective Essen: She's Lt. James Gordan partner, who shares things in common w/ him, and they are having an affair w/ each other.
- Detective Arnold Flass: A corrupt member of the Gotham City Police Department and Gordon's partner initially
- Selina Kyle: She is a, cat loving, prostitute who looks out for the other prostitutes.
- Alfred Pennyworth: He serves as a bulter for Bruce Wayne and his family and experience combat medic.
- Carmine Falcone: A powerful Mafia chieftain. AKA The Roman
- Harvey Dent: He's the Assistant District Attorney of Gotham City.
- Sarah Essen: Sergeant, Gotham City Police Department
- Gillian B. Loeb: Corrupt Commissioner of Police.
- Alfred: Bruce Wayne's butler
- Merkel: A patrolman of downtown Gotham, Merkel is one of the few good cops of Gotham City. He was involved in a number of drug busts and hostage situations and was instrumental in bringing Mario Falcone to trial.
- Branden: a corrupted SWAT captain for GCPD , who cause harm to both criminals and innocents alike, and doesn't like Lt. Gordan actions.
- Barbara Gordon: Lt. James Gordon's wife and pregnant w/ their first child. She concerns w/ him caring more about his job than herself and provide support to him by talking abouthis issues w/ her. She's a resourceful person.
- Holly: A juvenile prostitute who lives with Selina Kyle.
- Jefferson Skeevers: A pimp/drug dealer operating out of Gotham City
- Johnny: The Roman's nephew
