  • Calina: everybody calls her Ligia, the daughter of a deceased king of the Ligians
  • Ursus: the bodyguard of Ligia
  • Marcus Vinicius: a military tribune and Roman patrician who recently returned to Rome
  • C. Petronius: titled the "arbiter of elegance", former governor of Bithynia. Petronius is a member of Nero's court who uses his wit to adulate and mock him at the same time.
  • Eunice: household slave of Petronius. Eunice is a beautiful woman from Greece who has fallen in love with her master, who is completely unaware of this fact.
  • Chilon Chilonides: a charlatan and a private investigator
  • Nero: portrayed as an incompetent, petty, and cruel emperor
  • Tigellinus: the prefect of the feared Praetorian Guard
  • Poppaea Sabina: the wife of Nero
  • Acte: an Imperial slave and former mistress of Nero
  • Aulus Plautius: a respected retired Roman general who commanded the invasion of Britain
  • Pomponia Graecina: a Christian convert
  • Saint Peter: a tired old man with the task of preaching the message of Christ
  • Saint Paul: takes a personal interest in converting Marcus
  • Crispus: clearly a Christian zealot bordering on being a fanatic
