- Katniss Everdeen: The protagonist and narrator. Katniss realizes that the Games aren't yet over for her and Peeta. She struggles through her Victory Tour, forcing herself to appear utterly in love with Peeta for President Snow and the rest of the Capitol, although she has no clue what her feelings are because she has both Gale & Peeta.
- Peeta Mellark: Son of the local baker and Katniss' recent co-victor, Peeta is desperately in love with Katniss and has been so since he was young. He has an unerring sense of what is right and is led by his heart. He is strong and likable, and an excellent speaker. He would do anything to keep Katniss alive. Also he is in the love triangle including Katniss and Gale.
- Haymitch Abernathy: Haymitch is a previous Hunger Games victor from District 12. After winning the Games, he became addicted to alcohol and now spends most of the time drunk. He mentors Katniss and Peeta.
- Gale Hawthorne: 18-year boy that sports the usual "Seam look": black hair, olive skin and gray eyes. Katniss's best friend and hunting partner. Both he and Katniss are the main providers for their families since their fathers both died in a mining accident. They hunt and gather wild edible plants in the woods.
- Effie Trinket: Katniss and Peeta's over-enthusiastic escort. She usually has a bright and positive attitude, which Katniss finds annoying. She is strict about her manners and is a very punctual person. She does not get along well with Haymitch
- Johanna Mason: A previous Hunger Games victor from District 7. She won the games by pretending to be weak.
- Finnick Odair: A handsome 24 year old from District 4, the fishing district. He was one of the youngest victors ever, winning the Hunger Games when he was only fourteen years old. His weapon of choice is a trident. Very charismatic and loved by the capitol because of his looks. Friend or foe?
- Cinna: Katniss's stylist, and one of the few people she truly trusts. All of his clothes are highly favored by the audience of the Hunger Games
- Primrose Everdeen: She is a healer and the younger sister of Katniss. She was picked to be the girl tribute from District 12 in the 74th Hunger Games, but Katniss volunteered instead. She is commonly known as Prim. Has blonde hair and blue eyes like their mother which makes her very noticable in the Seam. Has a talent for healing like their mother. Prim is a very bright young girl and loves her pet cat and Katniss very much.
- Maysilee Donner: A tribute from District 12 in the second Quarter Quell, when was an ally of Haymitch. Before the Quell, she was Madge's aunt and a friend of Katniss' mother
- Chaff: A previous Hunger Games victor from District 11. Chaff is a close friend of Haymitch. He lost his arm in the games
- Vick Hawthorne: Gale's brother. The second youngest child in the Hawthorne family, and too young to work or take tesserae
- Seeder: A previous Hunger Games victor from District 11
- Venia, Octavia and Flavius: Katniss' prep team. They all follow the trends of Capitol fashion and are kind to Katniss despite their clueless natures
- Caesar Flickerman: The interviewer before every Hunger Games event. He is flamboyant in appearance and easygoing in his demeanor. He is known for being able to bring out the best in every tribute and make them "shine
- Darius: A red-haired Peacekeeper for District 12. He gets punished for protecting Gale from getting whipped. And is turned into an Avox who is forced to serve Katniss
- Hazelle Hawthorne: Gale's mother. Her husband was killed in the same mining accident as Mr. Everdeen. She works tirelessly as a washerwoman to try to support her family. Also she is a friend of Katniss, and Katniss's mother
- President Snow: The President of Panem. White Roses are his trademark flower. Has thick lips and an unsettling demeanor. He smells of Roses and blood to Katniss
- Mrs. Everdeen: Katniss' and Primrose's mother. With Prim's help, Mrs. Everdeen runs a home-based apothecary where she helps the sick and injured of District 12
- Rory Hawthorne: Gale's 12 year old brother. The second oldest in the Hawthorne family
- Mags: Winner of the 6th Hunger Games from District 4 and Finnick's mentor. She is about 80 years old and can make a fish hook out of anything
- Brutus: A previous Hunger Games victor from District 2
- Bonnie and Twill: A Teacher and a Student from District 8 searching for District 13
- Wiress and Beetee: Wiress and Beetee are a couple from District 3. Both are intelligent with exceptionally great observation skills and get nervous or fidgety around other people. Nicknamed Nuts and Volts
- Plutarch Heavensbee: The Head Gamemaker in the 75th Hunger Games
- Cecelia: Previous Hunger Games victor from District 8
- Annie Cresta: Previous Hunger Games victor from District 4. Prone to mental breakdowns
- Cashmere and Gloss: Former Hunger Games victors from District 1. Brother and sister
- Madge Undersee: The daughter of the mayor of District 12. She gives Katniss a mockingjay pin in Book One which becomes her token for the games.

- Portia: Peeta's stylist who works with Cinna in coordinating Peeta's and Katniss' outfits

The story takes place in the fictional post-apocalyptic country of Panem, a territory that was used to be North America, sometime in the future.
- District 1: Home district to the Career tributes Cashmere and Gloss. Production of luxury items for the Capitol.
- District 2: Home district to the Career tributes Brutus and Enobaria. Produces weapons for the Capitol.
- District 3: Home district to the tributes Beetee and Wiress. This district deals with the production of electronics.
- District 4: Home district to the tributes Finnick and Mags. The district is by the sea, and provides seafood to the Capitol (the fishing district).
- District 5: Home of "Foxface" who was part of the 74th Hunger Games. District 5's industry is power.
- District 6: District 6's industry is transportation.
- District 7: Home district to the tributes Johanna and Blight. Its primary product is lumber and paper.
- District 8: Home district to the tributes Cecilia and Woof. This district is the home of many factories that manufacture textiles.
- District 9: District 9 produces grain.
- District 10: This district deals with livestock.
- District 11: Home district to the tributes Seeder and Chaff. This district deals with agriculture.
- District 12: Katniss's, Gale's, and Peeta's home district. The district's main industry is coal mining. Within District 12 can be found the area called The Seam, in which the poorer folk of the district live. The town is where the merchants live, on the floor above their stores. Victor's Village is where all the victors of the Hunger Games live.
- District 13: The district that the Capitol destroyed during the Dark Days because of rebellion.
- Capitol: The capitol of Panem, so to speak. It contains the all powerful, cruel, dictating government controlling all of Panem. It is where the beginning of the Hunger Games are held, in which the new tributes are presented to the Capitol and interviewed before they are sent to the arena.
- The Arena: Where the Hunger Games are held. Every year, a new arena is built. It is not mentioned where specifically in the book, but everyone assumes it is somewhere beyond the Capitol and the districts.
- Panem: The post-apocalyptic known world which the Capitol rules. The future world after North America flooded.
- Everdeen's Old House: It is located at the Seam.
- Forest: It is a forbidden place to enter. This is where Gale and Katniss hunt illegally.
- Victor's Village: This is where those who won or will win the Hunger Games will live.
- President Snow's Mansion: This is where a party for Katniss and Peeta was held.
- Remake Center: It houses the huge gathering place for the tributes and their chariots before the opening ceremonies. =>

- Peacekeepers: The Capitol's soldiers who exist in every district. Their name speaks for itself. The Peacekeepers try and keep peace in the Districts so that no rebellion or anything of the sort happens such as things that might interfere with the Capitol. Darius is one of the Peacekeepers in Catching Fire.
- Gamemakers: The people in charge of making the annual Hunger Games. The head gamemaker in charge of Katniss' first Hunger Games was killed because of the suicide incident that occurred with the poisonous berries. His name was Seneca Crane. The following head gamemaker in Catching Fire is Plutarch Heavensbee. The gamemakers judge the tributes on how competitive they are with their weapons before the games start. They also control the dangerous situations that happen in the arena including wiping out a tribute or two if needed.
- The rebels: Add a description of this organization.
- Career Tributes: Commonly known as Careers. An alliance of the strongest tributes in the Hunger Games who hunger for power and often set out to defeat all other tributes before turning against one another. They may be tributes from any district, but Careers are usually from the wealthy Districts 1, 2, and 4, as most volunteers rise from there.

Glossary edit
- Muttation: Or "mutt", for short. It is a mutated animal, created by the Capitol for some purpose.
- Jabberjay: A bird muttation that the government used to spy on other districts. They have the ability to repeat exactly anything that a person has said.
- Mockingjay: A hybrid between a mockingbird and a jabberjay, these birds have limited ability to mimic human sounds. After Katniss wore a pin depicting one, it became the symbol of the rebellion.
- Quarter Quell: A special Hunger Games that takes place every 25 years. These Games are usually especially brutal and contain twists to make them more entertaining for the Capitol. The government's reason for holding these games is to remind the districts of the power of the Capitol.
- Career Tributes: The tributes that have trained their whole life for the Hunger Games and usually form a group in the arena and are known as the ones to beat. Career tributes include those from District one and two and sometimes others.
- Cornucopia: The structure in the arena in which all of the weapons, food, and necessities are kept.
- Hunger Games: The annual games that occur every year in which every child under eighteen in the nation of Panem's name is put into a drawing in which two names from each district are chosen to compete in. They will all fight each other until death and the last tribute, or child, remaining wins an unlimited food supply for their family.
- Arena: The place in which the Hunger Games take place. It is controlled by the gamemakers and has many unusual and dangerous aspects to it.
- Tessera: An extra entry in the drawing for the Games in order to get extra grain and oil. Adds to your chance of being drawn.
Themes & Symbolism edit
- Good vs. evil: The rebels vs. The Capitol
- Autocratic government: The Capitol controls the entire nation of Panem, forcing the people in the districts to send their children to their deaths, and leaving them poor, hungry and helpless.
- Poverty and oppression: Every day, in District 12, people die of hunger and sickness. They are prohibited to leave the district. The men are forced to work in the dangerous mines. Yearly, the Reaping takes place, wherein one boy and one girl are picked to fight to their deaths in the Hunger Games.
- Survival: In the Games, the tributes must depend on their survival skills and only a limited number of means to get by and emerge as the sole winner. Outside of the Games, it is a daily struggle not only for Katniss, but everyone in District 12 to find food and to provide for their families. Many people die every day.
- Family: More than anything, Katniss loves her mother and sister Prim, and will do anything for them. She will put their protection over her own.
- Romance: There is a love triangle between Katniss, Peeta, and Gale.
- Friendship: Describe this theme.
- Dystopian Government: This story may be suggesting what might happen in the future.
