Will Coburn: Commander of the NCIS unit. Six foot, 1 inch tall. Spend 12 years spent aboard ships-six of them commanding one, the aircraft carrier USS John F. Kennedy. Married to Barbara. 2 children, Steven, 14 and Wren, 6. Going through divorce but reluctant to do this. Call sign: Steadfast Leader. Transferred to NCIS three years ago, and has seen every kind of inhumanity one person could show another. He never got used to seeing it.
Frank Billings: Chief Warrants Officer. Joined NCIS because of Will Coburn. Frank had served under Will on the USS John F. Kennedy, and the two of them developed a close friendship. When Will had opted for coast duty, Frank had followed suit. he was glad for the opportunity to continue working with his friend, and he enjoyed being closer to his family. He is 55 years old, a gray-haired grandfather with a pot guy he couldn't get rid of despite hours of handball and lifting weights and 34 years of consecutive service. Afte high schook, he tried working in his father's machine shop in Jacksonville, but that hadn't worked out. He wanted to see the world, and he wasn't going to get to do that with the pay his father could afford. So, with his father's blessing and trust in God, he'd signed on with the Navy. Six years later, he'd met Mildred. She'd been waiting tables in a small café her family owned in Jacksonville. Frannk had gone there on leave to have lunch with his father and younger brother. He fell almost instantly in love. Less than two years later, they were married. Even with all the pitfalls of raising five kids while being separated by his career for long stretches at a time, they were still as happy today as they'd been when they married.
Qadir Yaseen: In his fifties, lean and hard-bodied having spent most of his life fighting a jihad against the aggressors of his people. Born in 1948, he considered himself a man without a proper country becasue the Great Satans had given Palestine to the godless Israelis. Since that day, he had fought and shed his lifeblood and the fortunes of his father, pursuing the war to push the Jews from Palestine. But the Americans had constantly shored them up with money and weapons. He had begun his holy war against the Israelis when he was 19, serving against the hated Jew in the Six-Day War. Until 1993 when the Oslo Accords were signed with Israel, Yaseen had faithfully followed Yasser Arafat. once the agreements had taken place, Yaseen had gone his own way and remained apart. Over the intervening years, he had raised an army to fight against the Israeli occupation of his homeland. For most of his life he had struggled to further Muslim interests in the Middle East. For too long his people had possessed little means to strike back at Israel and the Western world. He has lobbied long and hard in the Middle East for the destruction of Israel but since the second war on Iraq, he has now turned his attention to the United States. He was born one month after Israel was made a nation after the end of WW11. He lost his parents, two brothers, and three sisters in the Sex-Day War. He is a protege of Yassir Arafat, but more violent. After the Oslo Accord that Arafat signed with the Israelis, Yaseen stepped away from his mentor. Since that time, his involvement in attacks against American, European, and Israeli people and holdings has increased. He wants payback for what was done to him, but he also wants to split the U.S and Israel.
Maggie Foley: Five feet four inches. Tall and slender. Dark brown hair cropped at the shoulders making her look younger than her 27 years. Has an obsession with gym and no-holds-barred volleyball that made her tough as nails on a martial-art mat. Estranged to her father who she finds is controlling and disapproves of her career choice. Maggie is the sole civilian of the NCIS. None of the personnel the military had to draw from had the expertise Maggie brought to the team. She spent 8 weeks in boot camp proir to assignment to the unit, then another month working with Special Ops personnel to bring her up to speed. Call sign: Steadfast Four.
Remy Gautreau: Navy Seal. Petty Officer. Skin has the deep lustre of dark chocolate. Head shaved. Face hard mixture of angles, strong jaw, pronounced cheekbones from his Creole heritage. A thin mustache shaded his upper lip. He has seen action in the Persian Gulf, China, South America and Kenya. Full-on battles as well as covert work. Has medical training as well as diving, parachuting, and explosives background. He exhibited some self-destructive tendencies of late. He has pushed his luck too far recently. His last action was in Iraq, where he went into a firefight by himself against seven opponents. He was in rehab after this event and his superiors felt a change in duties was in order so he has been transferred to NCIS. If he refused this transfer he would be up for a psych eval and probably an honourable discharge. Call sign: Steadfast Six.
Virgil Hester: USMC Lance Corporal. Served six years the Marines. Drug trafficker and weapons dealer.
Dr Nita Tomlinson: Pathologist. Thirty one years old, tall, lean red-headed with freckles and gray-green eyes. She possesses an easy disposition and could generally be counted on to join the beer-and -pizza crowd after hours. She is also the team's medical officer. Married to Joe Tomlinson and mother to Celia, four years old.
Barbara Coburn: Married to Will Coburn. Initiated divorce proceedings to Will. Mother of Wren, 6, and Steven, 14.
Michael Larkin: Director of NCIS. He had been a New York City homicide detective but never been in the military, but he had recognised early on that a contingent well versed in the military was needed in his department. Will's team had been created at Larkin's discretion.
Helen Swafford: Chieff Petty Officer. NCIS agent and part of Will's NCIS team
Shelton McHenry: Gunnery Sergeant, NCIS agent/investigator. Six feet, four inches tall and looks like he had been constructed out of railroad timbers. His dark, blonde hair was cut high and tight, and his eyes were deep, honest blue. His dark skin was from frequent outside activity and the Apache blood he'd gotten from his mother. He knows his appearance does not immediately inspire confidence in others, despite his official- looking Navy jacket marked with NCIS in yellow letters. He has been 2 years with Will Coburn on the NCIS team. Prior to his reassignment to NCIS, he had been a Marine for 13 years. Call sign: Steadfast Two
Estrella Montoya: NCIS Special Agent. Petty Officer Third Class. Has Latine heritage. Dark bronze hair, warm brown eyes and olive complexion Has a son, Nicky. Single mother. Call sign: Steadfast Five
Ben Cooper: Real name Benjamin Taylor Cooper. Has half a dozen alias, each one with a list of prior convictions and open investigations attached to them. Operated loan-shark business outside Camp Lejuene in the past. Sold Carlos Hernandez guns for cocaine.
Dwight Richmond: Second Lieutenant. Represents Benjamin Cooper in the charges against him.
Max: Black labrador who is Shelton's companion. Goes everywhere with him. Max is an impressive 120 lbs. Black as the night and has soulful brown eyes that can plead the last piece of chicken from a bucket of the Colonel's finest from a glutton. Max been military issue from birth. He received guard dog training as well as search and rescue. In a pinch he can also serve as a drug dog or even a cadaver dog. He had been with Shel for the last five years, in war-torn battlegrounds as well as on civilian streets. He had worked with Shel on long-range reconnaissance and SAR missions together before signing on with NCIS
Ahmed Achmed: One of Yaseen's warriors. His parents were killed during the Israeli invasion of Lebanon in 1982, and Yaseen had taken Achmed and his brothers into his home. But then Achmed's brothers and Yaseen's two sons had died on October 1, 1985, during Operation Wooden Leg when the Israeli Air force had dropped bombs from F-15s supplied by the Americans. Through the anguish and rage of that day, Yaseen had realised that the Americans would have to be negated in some way before the Israelis could be routed. He owed his life to Qadir Yaseen. During the bombings of 1985, his master had pulled him from the burning rubble of a building that had been bombed by the Israelis. His master's two sons had been killed in those blasts. Neither of them was over ten years old. Achmed's own brothers had died that day as well. Since that time his master had taken a strong interest in Achmed, training and guiding him, and praying personally with and for him. Achmed would have gladly laid down his life for his master.Achmed was the primary contact Yaseen kept in Chinhae. Burning with a desire for vengeance that he was certain was eclipsed only by that of his master, Achmed hated everything the Western world stood for, and , most of all, he hated the way they supported the Israelis. Estrella discovers that he is a Seaman First Class in the American Navy. From his photo, she discovers he has dark brown eyes, black hair, and the dark skin of a Middle Easterner. 26 years old but looks much younger, hardly more that a teenager. In this photo, he wore a neutral expression, but his brown eyes looked dead, like frozen marbles completely devoid of life.
Pete Turnbill: Grew up with Shelton McHenry. Owns the Broken Y farm which he inherited from his father. Not liked by Shelton as they were growing up and not liked by him now as an adult. Pete is tall and broad but has gotten beefy and sloppy with his drinking. Underneath his excess weight, he was strong as an ox. His black hair hangs long and shaggy and wear a gunfighter's mustache. Caused Shelton to intervene when Pete physically beats his son for a minor dismeanor.
Isidor Kuzlow: Small and compact in stature with long blond hair and bold beard. In his early thirties. Light gray eyes. Head of a Russian Mafiya family that operated in Moscow and Eastern Europe. Rushaylo states him as "....killed his way to the top of a Mafiya group here in Moscow but maintains several nterests in Eastern Europe." He moves cocaine inside Moscow. He is selling the cocaine made by Ernesto Gacha Luis.
Colonel Vladimir Gronsky: Russian Military leader who is supplying Yaseen with nuclear weapons. He is also Natasha's Ormanov lover.
Wren Coburn: Six year old daughter of Will and Barbara Coburn
Joe Tomlinson: Married to Nita Tomlinson for 5 years. Always polite, always soft-spoken. A man of few words and the first to pitch in and help a friend. It was those things that had first attracted Nita to him and now they drove her away from him. Joe is not quite sex feet tall, broad shouldered and had wolf's hips. Sun-kissed blond hair which made a halo around his head, long enough to barely touch his tan and freckled shoulders. His building and repairing boats kept him lean and hard and nut brown. He has light hazel eyes which can hold a child's innocence. Usually wears cut off jeans and is usually bare-chested and barefooted.
Bobby Turnbill: Twelve year old son of Peter Turnbill. Feels his father is grossly unfair in his physical treatment of his son and attitude towards him.
Julian: Partner to Estrella Monoya and father to Nicky. Deceased by suicide a few months before his son, Nicky, was born. Before marrying Estrella, they developed security systems involving computers. They made a good living. He invested everything he had into the company he was building and borrowed even more money for this. His passion and obsession for this consumed him. He started using drugs to stay awake to spend more time on this job. He then got stuck on the game design, ran into problems that he could not solve, startd blowing contract deadlines for security work that Estrella could not help with due to being pregnant. While Estrella was at a Gyn/Obs appointment he committed suicide by putting a gun to his head. He never saw his son, Nicky.
Vivian Layton: Dancer at the Jade Flower. Has a British accent. She was Virgil Hester's fiance. She tells Shel that she was hired by the Yakuza gang to hang out with Hester. She believes that if she did not co-operate with this request, she would be killed by them. She learns that Hester is to be replaced when an imposter arrives having undergone plastic surgery to look like the original Hester. This imposter bragged to her about how easy it was to take over someone's identity. He also mentioned there were others like him. He turned out to be a thief and pickpocket.
Anthony Gillepsie: Seaman First Class. A couple of inches over six feet. Looked like he is in his midtwenties. Red hair, cut close, hazel eyes.
Dulcinea "Mama" Montoya: Mother of Estrella. The years had been kind to her. She may be heavier than her wedding pictures, and wears glasses now. Gray crowns her head and has gradually crept down into her long hair. She has remained strong and vital. Wishes her daughter, Estrella, knew God as she and her husband do.
Ricardo Toledo Munoz: Nephew of Ernesto Gacha Luis. Grew up in Colombia but moved to the U.S when he was fifteen. Since then he has been in trouble with the law almost constantly. Arrested three times for possession with the intent to distribute, four times for assault and battery , nine time for petty theft including shoplifting, once for gaand theft auto and twice for attempted rape. Spent two and a half years in a county jail in Texas of four separated shcarges. He was a juvenile for most of the charges and the district attorney's offices involved never could get him arraigned as an adult. He attracts attention to the NCIS due to him being missing. DEA wiretaps have recorded Gacha having conversation with men he's sent to South Korea to look for his nephew. Toledo is supposed to be looking after his uncle's property (drugs) by being in South Korea verifying shipments of his uncle's drug shipments.
David Jacoby: Captain of the SSN Michigan. He is old school Navy. Everything that takes place aboard his submarine is supposed to be under his purview. He is in his early fifties, filling ot his final years before retirement. He had an important job and he knew it. Jacoby had proven himself both resourceful and resilient over the years. In the mission with Will Coburn, his call sign is Starfish Leader.
Lance Corporal Gary Rice: Friend of Virgil Hester. They were friends in the States in boot camp, then hooked up again in Chinhae.
Flynn: Irish bartender of the Jade Flower. Knows Vivian Layton. He is as wide as he is tall. Has a thick neck and heavy shoulders that advertised the time he has spent on the gym years ago. Since then, he has developed a pot belly. His thick, black hair hangs down to his shoulders in wild disarray.
Don McHenry: Younger brother of Shelton McHenry. He is a preacher
Gary Rice: Servicemen (Navy seaman) who is a friend of Virgil Hester's. They became friends in boot camp, then hooked up in Okinawa, Japan. A while back Virgil took reassignment to Chinhae and left.
Natasha Ormanov: American jeans and a pullover. She was to meet with Yaseen to sell yet more of the Russian munitions Gronsky had managed to "lose"while in command of weapons transportation. She is Gronsky's lover.
Greg Yardley: Commander of the of the American naval base in Chinhae. About forty. Will considers him to have tired eyes, worn and weary from having seen too much.
Sunghee Han: In his late twenties. Wears sunglasses and smoky red lesnses. Spiked hair, dyed blond and black and tipped with blue, which stood up in disarray. He was lanky and slim, had his clothing fits him well. A thin mustache colored his upper lip. His mouth seemed skewed into a permanent pout. A killer. Operates a large black market in Chinhae and Pusan. Has connections in China and Japan as well as many other interests. Clubs. Gambling. Prostitution. Rumoured to traffic in white slavery.
Harrison Talbot Foley III: Looks a full decade younger than his nearly sixty years. Keeps himself fit and trim through harsh self-discipline and the assistance of personal trainers. He has his hair professionally colored. Eyes cold, ice blue. He disapproves of his daughter, Maggie, occupation and does not withhold this from her. She feels manipulated and controlled by him. He controls her by threatening to withdraw her priviledges to see her invalid mother if she does not do as she is controlled.
Mike Branscom: Lance Corporal. Has southern accent. His skin was black, so black that the grey mortar scars standing out on the left side of his face looked white. He wore his hair cut short, tight against his skull. His fatigues had started rolled up now and sweat darkened his collar and amde a cross on his gack.
DJ Phreak, real name Darius Greendale: Seaman Second Class. Arrested by Remy for soliciting drugs. Before he joined the Navy, he was investigated regarding a string of burglaries. Dealt drugs together with Virgil Hestor.
Ivan Rushaylo: Inspector of the UBNON, the Directorate for Combating Drug Trafficking in Moscow. He was in this early fifties, grey haired and a littel heavy, brusque, and hard around the edges.
Clyde Burcell: Assistant Director of the Central intelligence Agency, CIA.
Mynor Trujillo: Deputy Sheriff of the Webb County Sheriff's Office. Responded to Will's request for DNA samples from old cases he has in his files, specifically for Toledo's DNA to confirm whether it is he that is impersonating Virgil Hester.
Chinhae: The U.S. Navy's Commander Fleet activities monitored the continuing volatile political and military situations existing between North and South Korea and also keeps an eye on China just across the Yellow Sea. Tucked away at the southern end of the peninsula, Chinhae possessed a number of natural geographical protections from North Korea as well as from China to the west and Japan to the east. That was the reason the Repblic of Korea kept its navy located in the same place.
NCIS: Naval Criminal Investigative Service. NCIS is the primary law enforcement and counter-intelligence arm of the United States Department of the Navy, which includes the United States Marine Corps. NCIS investigates all major criminal offenses (felonies)—crimes punishable under the Uniform Code of Military Justice by confinement of more than one year—within the Department of the Navy.
DDS: SEAL Dry Dock Shelter. In this novel, it is attached to the submarine's exterior just behind the con. The DDS consists of thre spheres, which allows the SEALs to exit the sub while it is submerged. Teh spheres lay in aline beneath a shaped shell that reduces drag.

SEAL: An acronym for Sea Air and Land. A member of a Naval Special Warfare unit who is trained for unconventional warfare.
