The best way to learn CSS is to dissect the work of those who do it for a living, but sometimes you need a reference book to figure out more about a particular property or attribute. You can't do better than Eric Meyer's popular CSS: The Definitive Guide.

This book is really worth and very useful for CSS developers . After going through this one can know what CSS can do and what is the advantage of CSS over HTML design.
