The story follows the young Cameron (Cammie) (Chameleon) Morgan, who attends Gallagher Academy For Exceptional Young Women, a school for gifted girls (which is actually a school for spies in training). She faces her fourth year of real spy training. While on her first mission, required for the Covert Operations class, she meets Josh, a normal kid (which she is definitely not), who notices her, despite her reputation as a "pavement artist." She does not tell him who she really is and where she goes to school. Soon Josh and Cammie develop a steady relationship with Cammie always sneaking out of the school to see him at night. Cammie does this with the help of her three roommates/best friends, Rebecca "Bex" Baxter, Elizabeth "Liz", and Macey McHenry. Cammie lies to Josh many times about her cat (Suzie), her dad being an engineer (he really died), her mother being a good cook (she is not), being home schooled, having sisters, and living in exotic places (Mongolia & Thailand) When her cover is blown after Josh and Josh's best friend, Dillon, attempt to break into Gallagher Academy, so Dillon can prove to Josh that Cammie is lying to him and does go to Gallagher Academy. Josh and Cammie break up. Once Josh walks away, Cammie is "kidnapped" by her teacher for her CoveOps final. The Gallagher Girls have to rescue Cammie; Josh attempts, unsuccessfully, to save her, and is let in on the secret of the Gallagher Girls. But as he is leaving, he tells Cammie, "Oh, tell your mom thanks for the tea." Showing that Cammie's mother may or may not have given Josh a special kind of tea to forget everything about the secrets of the school, or she might have just given him regular tea. The story ends with Josh leaving the mansion and telling Cammie, "I guess I'll see you around."

  • Cameron Ann Morgan: (Cammie); student at Gallagher Academy. The protagonist of the story. Cammie is called the Chameleon by her friends because she can blend in anywhere. Cam is the daughter of the headmistress of the Gallagher Academy and the ex CIA operative, Rachel Morgan, and another CIA agent, her father, who is dead. Cammie has never had a relationship with anyone outside the Gallagher Academy and is something of a legend within the school due to the elite status of both of her parents, so there are heavy expectations for her to live up to, or at least that's what the general feeling is.
  • Rebecca "Bex" Baxter: Cammie and Liz's very best friend and roommate from England who is totally confident, dangerous, beautiful, and fearless. She is the first non-American Gallagher Girl. They barely let her in. Getting her in the school was the first controversial act by the headmistress (Cam's mother)
  • Elizabeth "Liz" Sutton: Cammie and Bex's best friend and one of the girls whose parents aren't spies. Liz is the brain of the group, the hacking girl, not the kind of spy to actually be out in the field.
  • Macey McHenry: Cammie and her friend's new roommate and also the rich, spoiled, gorgeous daughter of a senator who has flunked out of a lot of private schools. Macey is a descendant of the school's founder, Gillian Gallagher. She loathes her parents and does anything to spite them. Macey probably has the best cover of them all, acting like a perfect spoiled brat.
  • Rachel Morgan: Cammie's mom. Rachel is a retired CIA operative and the headmistress of the Gallagher Academy. She is also a widow. She can't cook very well.
  • Josh Abrams: The boy who notices Cammie even though shes a Camillion. Josh has a normal life and knows nothing about Gallagher Academy, thinking, like everyone else, that's it's a school for spoiled rich girls.
  • Anna Fetterman: Anna is a Gallagher girl. She's not the strongest as Liz could take her in a fight, but she's very brave and has a great heart.
  • Joe Solomon: Gallagher's covert operations teacher. Joe is a retired agent. Girls think he's gorgeous.
  • Madame Dabney: A Gallagher teacher and ex-spy. She teaches Culture and Assimilation and Driver's Ed.
  • Jessica Boden: Jessica works at Gallagher Academy. Her mother told her to help out Macey McHenry during her transition to Gallagher Academy. She is and overly helpful person and is described as having a repulsive voice.
  • Dee Dee: Josh's friend who wishes they could be more than just friends.
  • Mr. Smith: Countries of the World teacher who is wanted all over the world, so he gets a new face every semester to avoid detection. Literally. (Plastic surgery.)
  • Mr. Mosckowitz: A teacher at Gallagher Academy. He is the world's foremost authority on data encryption and is a very good mathematician. He also helps out Joe Solomon with missions once as a driver and once guarding Cammie in the CoveOps final.
  • Tina Walters: Tina is a tiny Gallagher girl. Tina is a gossipy person, she is very nosy and is in other peoples business when she shouldn't be.
  • Patricia Buckingham: Buckingham is a semiretired teacher at Gallagher Academy. She used to be the Cove Ops teacher, but now only does the Newbie orientation and acclimation. She has a cat named Onyx that lives at Gallagher Academy with her. Used to work at MI6
  • Dr. Fibbs: He teaches Research and Development. He is also sometimes referred to as the mad scientist.
  • Suzie: Cammie's nonexistent cat. (She made her up.)
  • Dillon: calls him self D-man.All talk.
