The earlier book is a powerful theoretical overview, while the new work is more practical and methodical, something like an executive summary of current international relations. But it's still an excellent book that ably charts the relations between the world's great countries and the re-emergence of power struggle between them. Even though Kagan is an avowed realist, he's balanced in his views of the global climate and doesn't pitch into a reading that's as wildly pessimistic as the "end of history" view was optimistic. And he favors information over a long list of his own policy recommendations, which he saves for a few pages at the end rather than dominating his prose with suggestions. Like "Of Paradise," it's a short, accessible, and highly informative read. Much recommended.”
