- Mary Stuart: Mary, Queen of Scots. As the story opens, Mary has just been removed from her throne by her step-brother and escorted to England to be placed under the care of her cousin, Queen Elizabeth I. Elizabeth is reluctant to release Mary in case she should organize a revolt against her.
- Bess of Hardwick: Bess is George's wife, a woman who married upwards to ensure that she had a home and a fortune to bestow upon her children. She believes that keeping the Queen of Scots will be an honor and will improve her standing in Queen Elizabeth's eyes.
- George Talbot, Earl of Shrewsbury: George is Bess' husband and Mary's primary caretaker.
- William Cecil: Also known as Baron Burghley. He is Queen Elizabeth's chief advisor.
- Queen Elizabeth I: Elizabeth is queen of England, having recently taken the throne from her half-sister, Queen Mary. She is reluctant to release Mary Queen of Scots, afraid of a possible rebellion, so she has one of her lords keep her on his estate while she ponders if she should release Mary.
