Operating at a certain frequency, the frequency penetrates the human subconscious, thus leaving it open to manipulation and mind control. As noted at the end of the novel, this technology was originally developed by the U.S. government as part of their Psychogenic Warfare programs in the 1970's and later perfected and used in the first Gulf War.
