Barry introduces us to a not-too-distant future in which the American ideals of free-market capitalism have spread throughout the world. Many countries have become new states within the USA. Corporations run everything, and the government has a significantly reduced role that consists mostly of fighting crime.

In some ways, Max Barry's Jennifer Government is like the inverse of Orwell's 1984. It's set in the near future where things have gone loopy, but instead of an out of control, totalitarian government oppressing everyone, it's uncontrollable megacorporations and hypercapitalism (or, one could argue, hyperlibertarianism) that's ruining everyone's day.
