The Order is a rigid hierarchy where everyone has a title and a role and operates at times like equal parts aristocracy and bureaucracy. Like most aristocracies and bureaucracies, of course, it is thoroughly corrupt and its members constantly fight petty squabbles and sometimes outright battles against each other. It's a place where your enemies and allies constantly change from night to night and the only way to advance is to destroy the vampire above you and gain more power.

He knows that if he tried to undermine Sebastian, he'd be killed and someone worse would take his place.
