• Dylan Lee Hunter: A secretive freelance investigative journalist for Capitol Inquirer, Washington, DC
• Annie Woods: Special investigator in the CIA's Office of Security, transferred to staff of Deputy Director of National Clandestine Services
• Grant Garrett: Deputy Director of National Clandestine Services, CIA, and Annie Woods's boss.
• Ed Cronin: Detective Sgt. Homicide investigator in Alexandria, Va., Police Dept.
• Kenneth MacLean: Father of Annie Woods; wealthy liberal philanthropist and head of the MacLean Family Foundation, which devises and funds rehabilitation and early-release programs for criminals.
• Freddie Diffendorfer: aka Wonk. Obese, genius-level researcher who works as hired assistant to Dylan Hunter.
