At an annual Forest Hill barbecue, Ben "Tuba" Pullman discovers eight-year-old Timmy Conway's drawing, alerting the murder of his parents. Festivities brought to an end, Sheriff Volger and Houston's Detective Joseph Barry gather witness accounts from neighbors and friends.

Miles away in the city, Melanie Collins, Assistant D.A., hungers to build a case against Chief Commissioner Mirack for federal embezzlement and murder. She relies on a man, whom with she had an affair and still desires, if she can only keep him clean and away from seeking revenge.

Josh Topas, a washed-up paparazzi with a drug addiction, previously failed to land incriminating photos of Mirack and is facing bogus criminal charges. While he helps Melanie, he assumes the name "Jack Moon". He and his pregnant fiancée, Lauren, hide in the Underbelly, south of Forest Hill. She sells cosmetics up north, when Jack relapses and spends the last of their money. He attempts robbing the Conways during Lauren's visit; she's injured and, during their getaway, dumped outside of a hospital.

When she and her baby are stable, police convince her to turn over leads to Jack's whereabouts. In the final standoff between him and Barry, Jack discovers that the detective isn't quite the man everyone believes him to be.

Unfortunately, he won't live to tell.

  • Josh Topas: While Topas helps Melanie, he assumes the name "Jack Moon". This causes confusion with two "Jacks" in the search for the murderer.
