• Alexandra: The Tsarina, Empress of Russia, wife of Tsar Nicholas II; Believed Grigorii Rasputin helped her son's hemophilia
• Alexei: Tsarevich, sole heir to Russian throne, son of Tsar Nicholas II; suffers from hemophilia.
• Anastasia: Daughter of Nicholas and Alexandra. Believed to be one of the two bodies not found at the burial site of the rest of the Romanov's
• Grigorii Rasputin: A Siberian peasant priest of the Russian Orthodox Church. Believed to have predicted his own death and that of the tsar and his family.
• Rev. Grover Lord: Miles Lord's father, a preacher. However wasn't the holiest of men
• Miles Lord: An African-American lawyer in post-communist Russia on finding the descendants of Grand Duchess Anastasia Nikolaevna of Russia and Tsarevich Alexei of Russia, who were thought to survive the massacre that took their family's lives.
• Artemy Bely: A lawyer in the Justice Ministry, who along with Miles Lord, is also part of the "Tsar Commission."
• Taylor Hayes: Lord's boss - one of four Senior Managing Partners of the Atlanta law firm: Pridgen & Woodworth. Managed the firm's International Division.
• Droopy: Along with "Cro-Magnon", two thugs trying to shoot Miles Lord.
• Feliks Orleg: Inspector, Captain of the Militsya (Internal Affairs police).
• Ilya Zivon: Bodyguard arranged by Taylor Hayes to protect Miles Lord.
• Yakov Yurovsky: New Commandant at Yekatrinburg; organized the shooting of Tsar Nicholas and his family.
• Peter Ermakov: After Yekaterinburg, Comrade Ermakov was to be in charge of body disposal.
• Stefan Baklanov: A modern-day Romanov; the leading contender for the Russian throne by the Tsarist Commission. Is a Romanov by extension and not a true heir.

• Akilina Petrovna: Russian circus performer with the Moscow Circus who helps Miles Lord.

• Maxim Zubarev (nicknamed Khrushchev): A member of the "Secret Chancellory" and Part of the committee to select the new Tsar. Came from government.
• Vladimir Kulikoy (nicknamed Brezhnev): One of Russia's Newly Rich.
• Georgy Ostanovich (nicknamed Lenin): Ex General; led troops on Chechen war.
• Adrian: Patriarch of the 1000 year old Russian Orthodox Church. Sent an envoy (nicknamed "Rasputin") to the conspiracy meetings.
• Filip Vitenko: Russian Consul General, San Francisco, CA.
• Michael Thorn: Lawyer who lives in Genesis, North Caroline
