  • Jill Valentine: (Alpha Team) trained by her father in the arts of burglary, she is quite skilled in lock-picking and such.
  • Chris Redfield: (Alpha Team) recruited a few years back, Chris is now an asset to the team. He is most suspicious of Umbrella because of the loss of his friend, Billy; formally in the Air Force
  • Albert Wesker: Captain of Raccoon City S.T.A.R.S. for only a few months, Wesker seems professional and well-prepared.
  • Dick Valentine: Jill's Father, presumably in jail and has a bad reputation as a thief; encouraged Jill to stay in S.T.A.R.S.
  • Becky & Pris McGee: (Ages nine and seven), two shy little girls that needed help from Jill to find their missing dog. Their deaths inspired Jill to continue her work in S.T.A.R.S.
  • Billy: Chris' friend that took a job for Umbrella, until "Billy had babbled that his life was in danger, that they were all in danger, begged Chris to meet him at a Diner at the edge of town--and then never showed up. No one had heard from him since." Chris believes somebody wanted to stop him from leaking out information, presumably by killing him and "everyone who knows."
  • Chief Brian Irons: Chief of Raccoon City, former leader of Raccoon City's S.T.A.R.S. and leader of the investigation. Disliked by his coworkers, he is a politician who may become mayor some day.
  • Forest Speyer: (Bravo Team) While older than Chris, he dresses like "a rebellious teenager."He's an excellent mechanic and drives the helicopter for Bravo team.
  • Enrico "Rico" Marini: (Bravo Team) Bravo team leader; an experienced soldier; good friend of Barry; has a wife
  • Ken Sullivan: (Bravo Team) "a good scout a brilliant chemist," but lacks experience with fire arms.
  • Richard Aiken: (Bravo Team) "a top-rate communications expert, but he also lacked field experience."
  • Rebecca Chambers: (Bravo Team) a very young woman with medical expertise.
  • George Trevor: An architect, who built skyscrapers in D.C. and the presumably abandoned Spencer Mansion; disappeared after the mansion was built
  • Brad "Chickenheart" Vickers: Alpha Team Pilot; the best hacker in S.T.A.R.S.; gets nervous under pressure.
  • Joseph Frost: Alpha Team's Leader; vehicle specialist
  • Barry Burton: (Alpha Team) A very strong, muscular man; has been in S.T.A.R.S. for 15 years, which is the longest of anybody; doesn't want to distrust Umbrella or Chief Irons like Chris does; married to Kathy; has daughters
  • Spencer: The wealthy founder of Umbrella; built the Spencer Estate 30 years ago.
  • Trent: A well-mannered man who gives Jill some information in the form of a small, expensive computer; advises Jill "not everyone can be trusted."

The story takes place in Raccoon City, Pennsylvania (in the video games, Raccoon City was in the Midwestern USA, not Pennsylvania, says Wikipedia).It starts off at the police station, but most of the story takes place in the Spencer Estate.
  • Raccoon City's Police Station building: Once used as City Hall and then a library; has a S.T.A.R.S. office in it, where the Alphas meet to talk about the situation.
  • Spencer Estate: A giant estate designed by architect George Trevor several years ago. Spencer was thought to have abandoned it long ago, but the mysterious deaths that lead S.T.A.R.S. to investigate have been quite close to the estate, and when the team stumbles in there, they find out the truth of what Umbrella has really used the mansion for. (<---lame description? :p)

Differences from the video game (from Wikipedia):
...the book does allude to the original version of George Trevor's journal from The True Story Behind Biohazard, as well as the short story it contained Biohazard: The Beginning, which involved the disappearance of Chris Redfield's friend, Billy Rabbitson. Another notable difference in the novels is moving the location of Raccoon City from the Midwest to Pennsylvania, and also a mysterious man who works for umbrella named Trent, who helps the main characters in various ways.

Also, the book was released before the Game Cube version of the game, which included "the presence of Lisa Trevor in the mansion."
