- Rachel Selby: A girl who loves horses. Because of her love of horses, she helps heal The Governor's Girl.
- The Governer's Girl: A firehorse injured in a fire.
- James Selby: He is Rachel's older brother. He works at the nearby fire station and helps Rachel with the Governor's girl.
- Mr. Stead: He is a veterinary who helps with most of the horses around the area.
- Mr. Selby: He is Rachel's father. He thinks that men are the only people able to do work. He constantly controls what everyone in the household does, but he is proven wrong by Rachel.
