  • Powers That Be: The 12 most distinguished members of the Council, high-level executives that pour over complicated charts in the Big Building everyday to come up with plans and great ideas for The World. These guys are the bosses, so don't get on their bad side.
  • The Tide: An infamous gang of Powers That Be-haters that wish to redesign The World from Scratch.
