The story begins as Cammie Morgan (also known as the Chameleon) and her mother (headmistress of the Gallagher Academy, a girls spy school) are in Washington, D.C.Cammie is 'debriefed' on her relationship with Josh(an outsider) in a top secret facility under the Fashion Center at Pentagon City Mall.

When Cammie returns to school, the East wing of the school is off-limits as it has been contaminated with fumes from the Chemistry labs. This only frustrates Cammie and the other girls at the school for ten minutes are added to travel to their rooms.

Walking with Macey, Cammie overhears her mom and Mr. Solomon outside the school library discussing 'Blackthorn', but when Cammie remembers that there is no ventilation access from the Chemistry labs to the East Wing, her roommates decide to investigate. The reasons behind the denial of access to the East Wing and the cryptic conversations about Blackthorn become clear, when during dinner with her mom she finds a photo of her dad and Mr Solomon. In the photo Mr. Solomon is wearing a shirt that says "Blackthorn Institute for Boys".

On a CoveOps mission the next day at The National Mall, the class must get to the ruby slippers exhibit by five o'clock practicing counter-surveillance. Cammie fails when Zach, a boy from the Blackthorne Institute, follows her from an elevator. Only one girl in the class succeeds in the mission. After this fifteen boys and their teacher Dr. Steve from the Blackthorne Institute come to the Gallagher Academy and they take up residence in the East Wing.

During an exercise in Roseville, Cammie meets Josh again and finds out that he is dating DeeDee.

During a CoveOps/Culture and Assimilation cumulative exam Cammie and Zach dance together, and when Cammie has a slight wardrobe malfunction and tries to leave she goes into a passageway, where Zach is waiting. The only thing she could think, is why was he there. A Code Black occurs and Cammie gets the blame when Zach disappears. The other thing she thinks is why was he there when the Code Black occurs?

Cammie, Liz, Bex and Macey decide to investigate the Blackthorne boys, but get nowhere even after planting surveillance devices in the boys' rooms, trackers in their shoes and Cammie goes on a study date with Zach. On a Saturday trip into Roseville, the Gallagher Girls come back early when Zach lies about seeing a tailer before. The girls arrive at the mansion to a massive security breach – a disk containing the information about all the alumni of the Gallagher Academy has been stolen.

The girls use a secret passage to get out of the mansion so they can follow the trackers that Bex and Liz planted on the Blackthorne boys. Macey comes across them outside in a Gallagher Academy van she commandeered and they follow the tracking devices. They meet up with the boys outside an abandoned manufacturing plant owned by the school. Zach convinces Cammie that he and the boys are innocent and they team up to get the alumni disk back from Dr Steve who stole it. They succeed in stopping Dr Steve from getting away (Bex puts him in a choke hold); it is revealed that the recovery of the disk was a test, similar to that of the one last semester, but to see if the girls could do it with the boys. In the end when the Blackthorne boys have to leave, Zach kisses Cammie. But Cammie still wonders who is Zach Goode?(Wikipedia)

  • Cameron Anne Morgan: Daughter of the headmistress of the school. Her nickname is the Chameleon because she can blend in anywhere. She thinks that she is really plain looking with dull blackish-brown hair and dull blueish eyes.
  • Rebecca "Bex" Baxter: One of Cammie's best friends, Bex is the first Gallagher Girl in history to not be American. Her parents are active agents in England's M16. Bex is tough, and thought to be very dramatic. Bex is always Cammie's right hand girl when it comes to missions.
  • Elizabeth "Liz" Sutton: One of Cammie's best friends, Liz is the Gallagher Academy school brainiac. One of the few Gallagher girls without parents that are active, or former members of the nation's secret services. Liz is quite clumsy and is known to say "Oopsie daisy" when she falls over. She's very smart and good with computers. She speaks with a Southern accent.
  • Zachary "Zach" Goode: He is a spy from blackthorn. He is Cammies love interest. And Cammie is his love interest. A student of a school newly discovered by the Gallagher girls, Zach is a hot and cute boy who always seem to flirt with Cammie as mysterious and unknown as the school he comes from. He is tall, brooding, and very handsome and a lot of the girls like him. He calls Cammie "Gallagher Girl". Though he comes from a school that is thought to be on the same side as Gallagher Academy, the motives of Blackthorne School for Boys are a mystery for most of the book.
  • Macey McHenry: The newest member of the Gallagher academy, Macey is a fashion and boy expert. Her father is a senator and her mother owns a cosmetics company. She is rebellious teenager and only accepted into Gallagher academy because she is related to the founder of Gallagher Academy, Gillian Gallagher.
  • Mr. Joe Solomon: A teacher at Gallagher Academy. He's very handsome.
  • Dr. Steve Sanders: The chaperoning teacher/head master from the Blackthorne Institute for Boys. He is apparently very happy and optimistic.
  • Josh Abrams: Cammie's ex-boyfriend. Cammie's mother erased his memory because he found out she was a spy.
  • Tina Walters: A student at Gallagher academy. She's in the same grade as Cammie. She's the class gossip and is always looking for more dirt. Her mom runs a gossip magazine.
  • Dee Dee: Josh's new girlfriend. She's very nice and loves the color pink. Dee-Dee and Cammie are sort of friends too.
  • Madame Dabney: She teaches manners and culture to the students at the Gallegher Academy.
  • Mr. Mosckowitz: He teaches science and technology related things. He's reportedly a dork and tries very hard when he's in the field, but he is awful at it.
  • Mr. Smith: A teacher at Gallegher Academy. He changes his appearance every year with plastic surgery because he apparently has a lot of enemies looking for him.
  • Zach: The main male character of the novel who is introduced through a Gallagher Academy class mission. He plays a central role throughout the book as a smooth-talking, gorgeous guy, and more than just any other guy. Competitive.
  • Buckingham: The history teacher at Gallagher Academy. She is the oldest teacher there.
  • Anna Fetterman: A Gallagher Academy classmate of Cammie's.
  • Courtney Bauer: A Gallagher Academy classmate of Cammie's.
  • Mick: A classmate of Cammie's.
  • Gillian Gallagher: The girl that started the Gallagher Academy. She was apparently a spy working to catch John Wilkes Booth when he murdered Abraham Lincoln. Cammie admires her very much.
  • Dr. Fibs: A teacher at Gallagher Academy.
  • Rachel Morgan: The Head mistress of Gallagher Academy. She is also Cammie's mom and loves her daughter very much. She used to be a field agent.
  • Tiffany St. James: A personality that Cammie takes on.
