Although magic is now forbidden in the Land of Oz, a mischevious Munchkin boy named Kiki Aru discovers a powerful magic word that gives him the power to transform anything he wants into anything else. After leaving Oz in the shape of a hawk, Kiki encounters Ruggedo, the former king of the Nomes bent on getting revenge on those who stole his magic powers. Ruggedo and Kiki hatch a plot to conquer the Land of Oz by manipulating the inhabitants of the Forest of Gugu and convincing them to rebel against Ozma, the powerful fairy and girl ruler of Oz. Meanwhile, Ozma's friends Dorothy, the Wizard of Oz, Trot, and Captain Bill are searching for special magic birthday presents for Ozma's upcoming birthday celebration. Dorothy and the Wizard head for the Forest of Gugu to find some monkeys while Trot and Captain Bill follow the Glass Cat to a secret island that is home to a beautiful magic flower. Trot and Captain Bill are trapped on the magic island and begin shrinking as the Glass Cat goes to find the Wizard for help. Dorothy and the Wizard accidentally stumble into Kiki and Ruggedo's plot, and things take an unexpected turn as Kiki turns against Ruggedo and transforms everyone into animal shapes, stealing the Wizard's magic bag. The transformed Wizard hunts down Kiki Aru and steals his magic word from him, turning the tables on Kiki and Ruggedo by turning them into a hickory nut and an acorn. The Glass Cat finds the Wizard's magic bag and the Wizard is able to use his magic tools inside to help rescue Trot and Captain Bill from the magic island. With the presents secure and everyone rescued, they all return to the Emerald City for Ozma's birthday celebration. After a splendid feast featuring the whole cast of Oz characters, Ozma decides it would be best to free the enchandted Kiki and Ruggedo. Kiki and Ruggedo regain their normal shapes but are tricked into drinking the Water of Oblivion, which erases their memories. Ozma declares that both of them should be forgiven and taught to lead good lives as citizens of Oz.
