• Viola Eade: A main character. She was sent ahead with her parents to evauate New World for the landing of a ship of thousands of people. Her parents died when they crashed, so she stays with Todd.
• Todd Hewitt: The main character. He escaped Prentisstown only to be trapped in Haven, their last hope, which is now New Prentisstown.
• Mayor Prentiss: Former mayor of Prentisstown. Now self-proclaimed President of New Prentisstown. Nemesis of Todd and Viola. Perfecting the use of mind-control.
• The Return (1017): A Spackle who hates the Knife (Todd).
• Mistress Coyle: A mistress who is the leader of the Answer. She is very much an enemy of Mayor Prentiss, as she believes him to be a tyrant. She will take any neccessary precautions to take him down.
• Ben: Todd's father figure. Believed to be dead.
• Bradley Tench: Comes on the newly arriving ship. He once was Viola's teacher, and now pleads against Simone for a peaceful beginning to their life on the new world.
• Wilf: In this book, he takes care of the Answer's animals. Sweet, lovable, and an honest character.
• Lee: A member of The Answer and close friend of Viola.
• Simone Watkin: One of the settlers from Viola's ship.
• Mr Tate: One of The Mayors close men
• Angharrad: Todd's horse.
