This is the story of what happens when a health threat (the Spanish flu) runs rampant in the country, and one town decides to have their own quarantine. They allow no member of the town to leave, and they allow no one from the outside to enter. They post guards to keep the outside world from intruding until the health epidemic threat has passed.
