Six Months after man's first manned space flight to Mars, a small island by the name of 9J0 is infected and turning its inhabitants into zombie "Drones." Koichi Kanoe arrives on the island and while searching for someone, he accidentally hits a young girl with his motorcycle. She is unharmed, however a talking and armed grizzly bear takes her away. Koichi discovers that this was the person he was sent for and pursues her to her home.
Meanwhile at Eon's home a Public Health Inspector appears and demands entrance into the house. The Grizzly cannot find Eon, who is in a spire of the house and dressed in a bear costume, so he battles and loses to the Inspector. Koichi finally appears at the house in time to fight the Inspector as he is attempting to kidnap Eon. They battle and Koichi is knocked out of the spire and falls several hundred feet to the ground, knocking him unconscious.
Koichi wakes up to find the house ablaze so he saves the grizzly bear in a rather extreme fashion. Fuyu explains Toa Heavy Industry's purpose to the bear as Koichi drops the bear, now known as Kozlov L. Grebnev, off at the underground city sector.
Koichi enters the Public Health Service's fortress to find it overrun by drones, goes into the lowest level, and sees several unidentified members of the Compulsory Execution Unit taking Eon aboard a submarine vessel. After battling an infected Execution Unit member, Koichi discovers that the PHS's mission is to begin a new human species using the remaining Accommodators by nuking several major human population centers. He then neutralizes said nuclear bombs with a giant gun, thus saving those cities.
In the Interlink it is discovered that there are other agents of Toa Heavy Industry around the world searching for other Accommodators.
