Louis Villion is a serial killer stalking the women of Minneapolis. He is clean, precise, and never leaves any clues behind. He only leaves rules of prey that he lives by. Never have a motive, Never carry a weapon after it's been used, Never kill anyone you know. These are what the Maddog Killer lives his life by. Leaving no clues, the police have a long and stressful road in front of them. It surly is one of the scariest cases of the century. Getting his motivation from the Son of Sam himself, he will not stop till he is satissfied. Although he is nearly impossible to catch, Lucas Davenport has faith, that he will slip up somtime, just like all criminals.

Detective Lucas Davenport in one word is a determined. With women, with his boss, with criminals. He is known around the citry for he brute froce and for killing five men. Being in the drug and vice department he is seeing action everyday and laying his life on the line. But the Maddog Killer is his toughest challenge by far. He is focused one thing and one thing only, catching him. With the death of three woman already, he needs to find him as quick as possible before the media goes crazy. With the disadvantege of having a TV reporter for a girlfriend, Jennifer Carey finds out quicker than what he wanted. As the investigation continues, they have no lead. Then, he commits his fourth murder. A stripper, the police know this is off his pattern. They can tell that he is getting mad and wants to kill more. This was his first mistake. Then, the police come up with their first good idea. Having the local TV reporter, Annie McGowan, bash him everynight on national TV. They set up surveillance around her. They were right. The Maddog Killer was VERY mad. His knew "chosen one" as he called his victims, was now Annie McGowan. But, he was smarter than police had anticipated.

While the surveillance continued, the Maddog Killer commited his fifth murder. A cripple, this really stirred up the poleice, the media, and the whole city. Now, people were afraid to go outside at night. But the killers plan had worked. Although he did not know of the surveillance on McGowan, he knew this would get any attention on her off. As he went to kill her, the police had him. They had seen the possible car, a dark blue firebird. They had seen a man walking in a black trench coat and hat. They thought he had him until the rookie mistake. A new private on the force had screeched his wheels near him, alerting the killer. After a long chase, he escaped after a shootout in a suburban backyard killing a cop and the home owner. Now the police had totally lost him. Only luck could catch him now and they desperatly needed some. Shifting his attention else where, he was going to bust a local antique shop owner. As he interrigated him, the luck had come. The police had interviewed a woman about her husband selling a gun before his death. Ths shop owner had told them that this old man had a will when he ad gone ther to purchase some antiques. To have a will you needed a lawyer. After checking this lawyer out, they, knew they had the guy but they needed some proof. They would have to catch him in the act. The Maddog Killer had saw they had set up surveillance around him, but he still had the urge to kill. After escaping the surveillence, he went to kill the lone survivor, Carla Ruiz. After the police found out, Lucas knew exactly where he went. Arriving at the apartment of Ruiz, he stormed in and the fight begun. After the exchanging of punches, Lucas fired, killing Louis Vullion. The chase had ended, but the police and city had paid the price. Losing cops and citizens, Minneapolis would never be the same.
