- Emily Windsnap: A semi-mer (Half girl, half mermaid) who is trying to find out how to fit in with the mermaid crowd as well as the human world. She is nice, funny, and a good friend.
- Shona: She is Emily's BFF, a full time mermaid. She goes with Emily wherever she can, and she's always ready for an adventure. She wants to be a siren when she grows up.
- Aaron: Aaron is a semi-mer.
- Mr. Beeston: Mr. Beeston is a semi-mer.
- Mandy Rushton: Emily's enemy, though, they were friends in the second book. They later become friends again after the Memory drug wears off.
- Archie: Millie's mer-boyfriend. He works under Neptune.
- Millie: A close friend of Mary P., she sometimes babysits Emily.
- Mrs. Sharktail: She is the mean principal of the mer-school in Shiprock.
- Jake Windsnap: He is Emily's dad. He is also a full merman.
