Once defeating Aaron, the crazy pastor of Prentisstown who would stop at nothing to capture Todd and Viola, the weary twosome stumble into Haven, the town they were desperately running to. As Todd carries a wounded and dying Viola into the town, they find it seemingly devoid of all life—until the newly-named “President” David Prentiss rides up on his horse to inform them both that they have walked right into his trap. Viola is taken away for healing, and Todd is locked up in the old bell-tower of a church that the President has named his new “Presidential Head-Quarters.” With Viola mortally wounded and in the hands of the President, Todd will do anything to keep her alive. Little do the President and Todd know that Viola’s healer, Mistress Coyle, is a danger to everyone in the town. Her thirst for power is unquenchable, and she will do anything to take out the President and insert herself into his position. Her group, the Answer, which is made up almost completely of woman, begins setting bombs off in various and strategic places, as to weaken their enemy. In response, the Ask, which is the President’s group, begins torturing the woman of New Prentisstown to get information from them about the opposition. With Todd in the clutches of the President and Viola’s life depending on Mistress Coyle, they both have to choose between either a tyrant or a terrorist and risk being torn apart by war.
