- Kate Shugak: Inuit woman. Before the novel opens, she was wounded in a fight with a child molester. This prompted her to leave Anchorage and move back to her hometown and live in isolation, more or less. This changes when a man she had been seeing goes missing and Jack asks for her help in finding two missing men.
- Jack Morgan: Kate's former boss at the Anchorage Attorney General's office
- Abel: Functions as Kate's adoptive father although he is not really related to her.
- Bobby: Viet Nam vet in wheelchair. Ham radio operator. Good friend of Kate.
- Mark Miller: Police chap who went AWOL after shacking up with Kate/Katya
- Bernie: Owner of the local watering hole the Roadhouse/
- Martin: Kate's cousin who works hard when the salmon are running but stays drunk and fights a lot when the salmon are not running.
