This novel begins when Harry and his cousin, Dudley Dursley, are attacked by Dementors. Harry uses the Patronus Charm to fight them off and must attend a disciplinary hearing for underage magic. In response to Voldemort's reappearance, Dumbledore has re-activated the Order of the Phoenix, a secret society which works to defeat Voldemort's minions and protect his targets. Despite Harry's description of Voldemort's recent activities, the Ministry of Magic and many others in the magical world refuse to believe that Voldemort has returned, and cause a smear campaign against Harry and Dumbledore.

In an attempt to enforce its version of the school curriculum, the Ministry appoints Dolores Umbridge as the new Defence Against the Dark Arts teacher of Hogwarts. She transforms the school into a quasi-dictatorial regime and refuses to teach the students to defend themselves against dark magic. She is later installed as a school inspector, and finally as Headmistress after Dumbledore is forced to flee. Harry's friends Ron and Hermione persuade him to form a secret study group and teach his classmates the higher-level skills he has learned. He also meets Luna Lovegood, an airy yet good hearted young witch with a tendency to believe in oddball conspiracy theories. He also discovers that he and Voldemort have a telepathic connection, allowing Harry to view some of Voldemort's actions.

In the novel's climax, Voldemort lures Harry into the Ministry of Magic in a plot to steal a record of a prophecy which concerns Harry and Voldemort. Harry and his friends face off against Voldemort's Death Eaters in a battle, during which the prophecy is smashed. The timely arrival of members of the Order of the Phoenix saves the children's lives, but Sirius Black, Harry's godfather, is killed in battle by Bellatrix Lestrange. In the entrance hall, Harry comes face to face with Voldemort for the fourth time in his life, but is saved by Dumbledore who engages with the Dark Lord in a ferocious duel. In the end, most Death Eaters are captured, and the return of Voldemort is confirmed within the magical world.

In the aftermath of the battle, Dumbledore explains to Harry that just before his birth, a prophecy was made saying that a child was being born with the power to defeat Voldemort. The prophecy could have referred to Harry or Neville Longbottom, but it was Harry that Voldemort chose to hunt down. Since his return, Voldemort has been determined to find out the rest of the Self-fulfilling prophecy, which Dumbledore reveals to Harry: firstly, "the Dark Lord will mark him as his equal", and that "neither can live as the other survives" – ultimately, either Harry or Voldemort will kill the other.

  • Neville Longbottom: A timid character who has a great interest and skill in Herbology, but not much else.
  • Professor Albus Percival Wulfric Brian Dumbledore: Headmaster of Hogwarts School of Witchcraft and Wizardry. The only wizard that is feared by Voldemort, (He- Who- Must- Not- Be- Named/Dark Lord). Secret Keeper for the Order of the Phoenix.
  • Lord Voldemort (aka He-Who-Must-Not-Be-Named or Tom Marvolo Riddle or the Dark Lord): The main antagonist and the most powerful Dark Wizard ever. Vanquished by Harry Potter when he tried to kill the one year old boy. Returned to a bodily form in the 4th book. Fears Albus Dumbledore.
  • Nymphadora Tonks: The youngest member of the Order of the Pheonix who prefers to be called by her surname only; she is a Metamorphmagus (one who can change one's appearance at will). An auror.
  • Alastor Moody (aka Mad-Eye Moody): Retired Auror (Dark wizard catcher). He was also a teacher at Hogwarts. Has a magic eye. A member of the Order of the Phoenix.
  • Draco Malfoy: Is Harry's rival and in the house of Slytherin. Pale and blonde, he is hated by Harry, and who hates him back. Seeker for Slytherin. Prefect of Slytherin.
  • Cho Chang: One year above Harry. She is in Ravenclaw and Seeker for their Quidditch team. Harry fancies her.
  • Professor Severus Snape: Head of Slytherin House and Potions teacher at Hogwarts. Harry's least favorite teacher is Snape; and Snape's least favorite student is Harry. Often biased towards Harry.
  • Professor Dolores Jane Umbridge: Toad-like woman who works at the Ministry of Magic as Senior Undersecretary to the Minister, and Harry's new Defense Against the Dark Arts teacher. Terrible. Fudge's successor.
  • Cornelius Oswald Fudge: Minister for Magic. Wants power, won't believe Voldemort is back.
  • Rubeus Hagrid: The half-giant game-keeper of Hogwarts Grounds. Care of Magical Creatures teacher.
  • Arthur Weasley: Ron's father who works at the Ministry of Magic in the Misuse of Muggle Artifacts department which surely increased his interest of understanding the Muggle world.
  • Molly Weasley: Ron's mother and member of the Order of the Phoniex. Also, very strict to her kids, but very nice to Harry.
  • Sirius Black (aka Padfoot): Last of the Black heirs beside his cousins. Member of the Order of the Phoenix. Accused of murder, but innocent. Went to Azkaban for 12 years but broke out. Unregistered animagus (Dog); Godfather of Harry.
  • Kreacher: The Black's house elf. Hates Muggle-born wizards and witches and blood traitors. Steals things from Sirius's trash that his master, Mrs. Black (Sirius's mother) would want to keep.
  • Dobby: The Malfoy's old house elf, extremely fond of Harry Potter as he released him from house duty (book two), considers himself a free elf.
  • Fred Weasley: Ron's mischievous brother and George Weasley's twin who collaborate on (almost) harmless pranks and know possibly many of the secret passageways in Hogwarts. Obtained only 3 Owls. A seventh year student.

  • Bellatrix Lestrange (born Black): Death Eater; cousin to Sirius Black. Forms part of the group that tortured Frank and Alice Longbottom to insanity, a crime for which she was imprisoned in Azkaban. She considers herself to be the Dark Lord's most loyal servant. Married to Rodolphus Lestrange.
  • Professor Remus Lupin (aka Moony): Harry's former Defense Against the Dark Arts teacher (third year); a member of the Order of the Phoenix; one of Sirius's best friends; an original member of the Order of the Phoenix; a werewolf.
  • Angelina Johnson: A friend of Lee Jordan, Fred and George; Captain of and Chaser on the Gryffindor Quidditch team. A 7-year student.
  • Ginny Weasley: Ron's younger sister. In the DA, is very good at Bat-bogey hexes. A fourth year Gryffindor student.
  • Luna Lovegood (Loony Lovegood): In the DA. Believes in some things never known to wizards, such as Knargles. Often called "Loony" because of her eccentricities. Father is editor of the Quibbler magazine. She often wears odd clothes such as butter-beer cork necklaces, radish-like earrings...She's a fourth year Ravenclaw.
  • Grawp: Giant. Hagrid's half-brother.
  • Firenze: The centaur from the Forbidden Forest.
  • Petunia Dursley: Wife of Vernon, she is hateful towards Harry and all things magical while spoiling her son Dudley. Sister of Lily Potter, Harry's mother.
  • Vernon Dursley: Harry's Muggle uncle who strongly loathes magic and doesn't allow Harry to even talk about it.
  • Dudley Dursley: Harry Potter's cousin, who is spoiled and mean to Harry.
  • Mrs. Figg (Arabella Doreen Figg): Squib, neighbour of Harry. Happens to have a lot of cats as pets. She used to watch over Harry when he was younger.
  • Mundungus Fletcher (aka Dung): A sneaky thief who has a fierce loyalty to Dumbledore.
  • Kingsley Shacklebolt: An Auror; also a member of the Order of Phoenix. He is a tall black wizard.
  • Elphias Doge: An old friend of Dumbledore's from his time at Hogwarts. A member of the Order of the Phoenix. Has a wheezy voice.
  • Dedalus Diggle: A member of the Order who adores Harry Potter.
  • Emmeline Vance: Auror and Member of the Order of the Phoenix. A stately-looking witch.
  • Sturgis Podmore: Member of the Order of the Phoenix; square-jawed wizard with thick straw-coloured hair.

  • Phineas Nigellus Black: Sirius Black's ancestor, former Headmaster of Hogwarts. Least popular headmaster Hogwarts ever had.
  • Rita Skeeter: A sly reporter who writes for the Daily Prophet. She was also in the Goblet of Fire. Uses a Quick Quotes Quill to do most of her story writing. She has a tendency to exaggerate about and extrapolate from the information she gets.
  • Marietta Edgecombe: Marietta is a Ravenclaw student who is friends with Cho Chang. Her mother works for the Ministry of Magic in the Department of Magical Transportation Floo Network Office, and she is under a lot of pressure to support Professor Umbridge during her time at Hogwarts. She is an unwilling member of Dumbledore's Army.
  • James Potter (aka Prongs): Harry's dad; killed by Lord Voldemort. Unregistered Animangus(Stag); close friends with Sirius Black and Remus Lupin.
  • Lily Potter (born Evans): Harry's mother; also killed by Lord Voldemort but died protecting her child; a Mudblood.
  • Madam Poppy Pomfrey: Nurse at Hogwarts school of Witchcraft and Wizardry.

  • Order of Phoenix: A secret organization working to prevent the rise of Lord Voldemort organised by Professor Dumbledore.
  • Death Eaters: The sworn followers of Voldemort.
  • D.A: Dumbledore's Army was formed by Harry Potter to teach fellow Defense Against the Dark Arts peers to practise actual duelling magic, currently forbidden by Umbridge.
  • Gryffindor: One of the four Houses of Hogwarts School of Witchcraft and Wizardry, founded by Godric Gryffindor. Its emblematic animal is the lion and its colours are scarlet and gold. Minerva McGonagall is the most recent Head of House. Sir Nicholas de Mimsy-Porpington, also known as "Nearly Headless Nick" is the house ghost. The particular characteristics of students Sorted into Gryffindor are courage and chivalry, of which the lion is the symbol.   • Hufflepuff: One of the four Houses of Hogwarts School of Witchcraft and Wizardry. Its founder was the Medieval witch Helga Hufflepuff. The Head of Hufflepuff is Pomona Sprout. The Fat Friar is the House's patron ghost. Hufflepuff is the most inclusive among the four houses, valuing hard work, patience, friendship and fair play rather than a particular aptitude in its members. Its emblematic animal is the badger, and yellow and black are its colours. Some Hufflepuff students are: Cedric Diggory, Nyphadora Tonks.

  • Muggle: A human who does not exhibit magical talents.
  • Mudblood: An offensive term for a wizard or witch who was 'muggle-born' or not born into a wizarding family
  • Animagi: Wizards who can turn themselves into animals at will. The singular form is animagus.
  • Azkaban: Prison fortress where wizarding criminals are sent. Guarded day and night by the terrifying Dementors, who drain peace, hope and happiness out of any human who comes too close to them.
  • Quidditch: A wizarding game played on broom sticks. Each team has 7 players: 3 chasers, 2 beaters, 1 keeper, and a seeker. The chaser passes the quaffle and shoots in the goals. The beaters hit two balls called bludgers that try to knock the players off their broomsticks. The beaters knock the bludgers away from their teammates, and back to the other the team. The seeker is supposed to search for the snitch. It is very hard to catch, but when they do, they win 150 points and ends the game.
  • Squib: A Squib is a non-magical person who is born to at least one magical parent. Squibs are, in essence, the antithesis of Muggle-born wizards and witches. They are rare and are looked upon with some degree of disdain by some witches and wizards, particularly pure-bloods.
  • Metamorphmagi: A person who can change their appearance at will. This person does not need to take a potion or use a spell to transform their appearance and are a very rare breed of wizards.
  • Gormless: British term for simple, unintelligent.
  • Replete: Abundantly supplied
  • Frisson: A shudder, a thrill.
  • Asperity: Roughness or harshness, as of surface, sound, or climate
  • Detritus: Small, loose fragments of a larger whole that has been broken apart.
  • Patronus: An anti-dementor charm. (Expecto Patronum!) Also can talk to send warnings. (made of silver mist)
  • Dementor: Gray, slimy body that has no eyes in its sockets, no nose, and no teeth or tongue in its mouth, used for the Dementor's Kiss.
  • OWLs: Ordinary Wizarding Level. Examiations taken on the students' fifth year of Education at Hogwarts.
  • Legilimency: The act of magically navigating through the many layers of a person's mind and correctly interpreting one's findings.
  • Occlumency: The act of magically closing one's mind against Legilimency. It can prevent a Legilimens from accessing one's thoughts and feelings.
