Glad it's not just me who was disappointed! I suspect he just doesn't really know what to do with the heroine until the other sub-plots have finished. I think he should either have left her off-page entirely or given her something to do though: as it is she just hangs around aimlessly/passively.
I see we've got a few books in common. What did you think of "The Merchants' War"?
Sounds like an interesting assortment of careers.
